The SCHIP passage, viewed through a crystal ball, appears much like a TROJAN HORSE, and inside will be Federal mandates against neglect, abuse, & poor quality of life (as already exist), thus enabling the GOVERNMENT (anthropomorphize THAT!) to take the "poor children" away from those "awful parents" and place them in a "better" situation, including nice, cozy learning centers preaching things like the NEW WO...
Oops, if I continue, I will already have made real headway on violating my "line item" concept with this first significant entry.
